This is normal, and AFAIK needed behaviour.

Dialer watch is used to force a DDR link DOWN for as long as you have
route to your distant place.

You can watch many routes, and as far as you have ANY of those in your
routing table, the DDR link will be kept DOWN. (This is to prevent
starting a DDR when a remote network goes down, and not your
connectivity)

So, watching a connected network is kind of useless... the state of your
WAN links will never affect that!
