Backup load command

I have been reading conflicting information regarding the backup load
command. The second parameter to specify when to bring down the backup
interface is either

load % of primary interface
load % of combined primary and backup interface

for example if you have a serial interface running at 256K. You want to
bring up a 128K BRI if the load reaches 128K and terminate the BRI when
traffic drops below 64K. Is the command
backup load 50 25 or backup load 50 17
