2500 flash upgrade

I have several 2511's, 2501's,2502's. etc....
Some of them upgrade to 16 flash w/ no problem but
some refuse. One of my 2511's no problem, the other no way.
Error with memory at certain address? Tried rearranging chips,
slot 1, slot 2, partition flash 1.

Any know revision issues or any suggestions?
