OT: Computer can not initialize TFTP server

Was trying to upgrade a CISCO box IOS, but my computer
kept on given tftp initialization error.

"Failed to initialize tftp server. If you are running
another tftp server, please quick and restart tftp"

I disconnected every connection, the same thing
persisted. Uninstalled tftp and reinstalled, the same
thing. Downloaded new one, the same BS.

I know running win2000 seems to have an issue with
TFTP, but I have used this one in the past.

Does anyone have a solution?
