Assuming that the session target ip address is a loopback ip address try
adding this on R1:
int loopback 0
h323-gateway voip bind srcaddr 133.6.11.1
And this on R2:
int loopback 0
h323-gateway voip bind srcaddr 133.6.11.2
This forces the router to set the source address of the h323 packet to the
correct ip address.
