OT: DNS in-addr.arpa registration

All,

        Sorry for the off-topic list, but I'm couldn't figure out where else
to ask. My company (US Tennis Association) is having problems receiving
mail from some domains. We're suspecting it's because we don't have a
functioning PTR record for our mail server. Our DNS provider says they've
got PTR records, but reverse lookups fail on any other 3rd party DNS server.
I understand IANA controls the in-addr.arpa domain, but what's the procedure
for fixing this problem? I didn't find anything on their web site that
would help. I'm assuming that from the root servers, there's no entry for
120.12.3.12.in-addr.arpa, which is what I need. Can anyone point me in the
right direction? Please reply offline if possible.
