We ran into a situation where we were peering with a business
partner who was running 12.0 code while we were running 11.2.
They have a firewall with rules built in to allow TCP
connections, not UDP.

When we upgraded to 12.1 we noticed that we couldn't get any of
our peers to come up. This stumped us for a while until we
discovered the new UDP feature. So, while waiting for them to
update their firewall rules we simply disabled UDP and all was
well.
