Precedence 6 and 7 is "reserved" for system critical communication like
routing protocols and management. It is essential that such traffic can
go trough a network even if it is loaded 100%.
You probably know that Voice/IP normally is set to precedence 5. This is
a very high priority. And it is as you write the highest precedence you
shod use when you configure precedence on a router.
Cisco IOS assigns an IP precedence of 6 to routing protocol packets.
This is default so you do not have to configure this.
It makes sense that it is more important that i.e. OSPF work in the
network than all of the Voice/IP sessions that may be requested. Or else
no Voice/IP will find the target IP address.
So the answer to your question is that you shod not use precedence 6 and
7 because it is already assigned to more important tasks like routing.
And more precisely to your question: You can configure precedence 0 to 7
to give you the flexibility to manipulate this if you want. You might
have the requirement to do a telnet to a router even if the network is
loaded 100% to do some management. - So mark telnet with precedence 6 or
7.
Or SNMP... Mark traffic that is really critical for the network
management in your network. It might depend on what kind of management
routines and systems you have.
Do not mark ordinary traffic that is not important for the network
itself with precedence over 5. Even if your boss say that he's
application is the most important it is not more important than 5.
I hope this give you the perspective of why it can be useful to have the
possibility to configure all the precedence values from 0 to 7.

I have seen at CCO that it will produce potential problem with the core
