This is 12.1(11). I don't think Demand Circuit is working at all. Is there
any easy way to check?

I have a screwed up version of the code that will still bounce the circuit
with hellos no matter what you filter.
Of course this same version DLSW TCP does not work at all evern with the
simplist configs.
It is 12.19TED I believe.

Try it without specifying the network type, ip ospf cost 9999 on both sides,
leave the hello interval at the default. From there, I would suggest
bringing the config down to basic OSPF, no authentication, area ranges, or
summary addresses. That way you can start adding things one by one and find
the command that introduces the instability.
