No, I think what he was asking about was the E1(European T1)WAN interface,
which is equivilent to a T1 WAN interface. However, HSRP is only supported
on ATM, Ethernet, FDDI, Token Ring and BVI.

No, actually ethernet is supported. But you can only configure one HSRP
Group on low end routers.
