Never mind... Originally I had DDR commands on the router. I removed them,
but the router apparently didn't recognize they were removed. So every
time I shut and no shut the BRI0 it said it was disconnecting DDR calls.
There were no DDR calls up, but it didnt seem to care..

Thus I rebooted the router, and it now dials fine. Apparently the dialer
interface will always show UP/UP....
