Dialer Profiles

When I initiate the "interface dialer x" command the router creates a virtual
interface which immediately goes up/up. Thus when I add an IP address to
it, the interface is still up/up. Thus no matter how I define my
interesting traffic, I can't get it to dial because the router already thinks
the interface is up.

Am I missing something basic? I have looked at a variety of configs and
believe mine to be correct (basically resorted to cut and pasting CCO
samples) and still can't get it to dial.

Is the "interface dialer" supposed to go up/up when it is created? Or is my
IOS buggy?
