It all sounds like a bad commute though road work!
CAR uses the ToS bits in the IP header to "classify" packets.
High priority, medium priority etc.
Traffic shaping is a Frame Relay thing. It doesn't rely on the IP header. Traff
ic Shaping uses BECN from the frame network as a hint to scale back on how much
traffic is sent into the frame network. HTH.
