Shadi,
You need no keepalive on both sides of the link and
clocking.
Here is an example:

interface Serial1
 ip address 140.4.46.4 255.255.255.224
 no ip directed-broadcast
 encapsulation frame-relay
 logging event subif-link-status
 logging event dlci-status-change
 no keepalive
 clockrate 125000
 frame-relay map ip 140.4.46.6 104 broadcast
