Huy,
What you are saying at the end of this message is true *if* your loopback
had an address of 1.1.1.0 255.0.0.0.  If you leave the mask out of the
network statement, the BGP process must assume a mask (and of course it
picks a classful mask).  I haven't really played with not using a mask as I
always make it a practice to use masks on network statements in BGP.  I
can't imagine a good reason not to use a mask when it's always an option.
Try changing the mask on the loop and I think you'll see the route in BGP.
Maybe I'm mis-understanding the question or a missing a fundamental property
of routing in general.
