obal command
and not at interface. I think it should not related to interface parameters

I have to disagree. The default queue on the Token Ring interface is 75
frames. This means that even if we made the explorer queue depth 100 frames,
it would not meet the requirements of the question because the TR interface
would still drop any frames over 75 even if the queue depth for explorers
was 500 frames.
