I don't know how to get the clockrate from DTE side, usually that is given
by your provider and you should only care about CIR or the bandwidth you
want your serial to have in ospf or eigrp.
When you enable debuging you can use conditions, that is, the debug output
is shown if the condition is met. For example, if you enable debug ip packet
and the condition you set, then you'll only see ip packets coming in or out
serial 0. That is not the way to debug the interface, try debug controller.

how can I find the clock rate of the DCE side ?

What is the meaning of that response?
