The one of reason for configure default class for flow-base weighted
fair queuing WFQ (fair-queue) is the routing protocol packets by default
will be classify as "default class", which is FIFO queue by default. If
you do not change to WFQ, the routing update like BGP or OSPF protocol
updates will be FIFO without care about the weight 32384/(6+0)=4626
(32384/(ip-precedence + 1)). but if you change to flow base WFQ, then
the small packets, like protocol update is possible get serve in between
of large AF class packets. And get a fair enough bandwidth.

According to CCO , when the traffic that not match the QoS then it is
given
the best effort delivery....
to overcome this behaviour so that left-over traffic will be given only
"fair-queue" and the tail-drop in ur option
to chose or not to chose.
