means). But phone seems to work.

Just an FYI...

I get this same error sometimes using it even when I KNOW it is working.

I actually have phones connected & can make & receive calls.

When I use that command it will even make the phone ring that I am calling, but
 it still comes back with a fail message.

Output from csim start is below. I can call and ring 7777 from the phone, but
csim start seems to be saying the test fails:

r2#csim start 7777
csim: called number = 7777, loop count = 1 ping count = 0

csim: loop = 1, failed = 1
csim: call attempted = 1, setup failed = 1, tone failed = 0
