Thats because the Demand Circuit is meant to do so :)
In actuality Demand Circuit makes an adjacency with the other side.. and
both sides have the same Database (exchanged between the 2 originally..) so
whenever there is any change they have to update its neighbour with the
info.. and so you have the link coming back up...! don't worry its
normal..!!

i've configured 2 routers running ospf demand circuit on dialer interface.
evry time there is a change in the topology the two routers brig up the line
even if it not necessary ( I think ). any suggestion?
