You should not configure "no exec" for any line on the terminal server that
you are trying to reverse telnet to.

Hi,
Put a 'no exec' under the line for the cat5000.
I'm betting that when you power them on together the
5000 sends signal out its port and the 2511
establishes a connection. If you a 'show line' on the
2511 then clear line 2 that should free up the
connection then you should be able to get to it. The
'no exec' prevents inbound traffic from using the
line.
