Jeff,
The rule of synchronization says "do not not publish a route in BGP
unless the underlying IGP knows about this route." In this case he wants
you to make sure sure that BGP and OSPF know about each others routes.
You are going to need to do mutual redistribution between OSPF and BGP.
Be careful where you do it.
