You cannot apply custom queing to the interface if you also have
frame-relay traffic shaping enabled on it.

Chances are you will have FRTS enabled.

The best way to do it is to use map-class to define the FRTS & add the
custom queing to the FRTS map-class.

Then apply the FRTS map-class to the DLCI's individually.

Do you apply the custom-queue-list command dirctly on an interface
configured
for frame-relay encapsulation or inside frame-relay map statement?

What is the difference?
