I've always used the words much like you - an originator advertises while
everyone else propagates. For instance, R1 might advertise (or originate
would be another good word) an LSA while R2 propagates the LSA by flooding
it. In the interest of accuracy though I've included the exact definitions.
As you can see, the words are defined similarly.

Can Router1 have the routes or not?
In other words, should I filter at incoming interface or outgoing
