The RAS doesn't really assign the /8 mask to the clients. They
just see the 10 and (classfully) asume it's a /8.

Actually, the mask isn't part of standard IPCP, so there's no
standardized way for the RAS to tell the client what mask to use
(as of RFC1332).

Cisco routers still allow you to send the mask, if you have the
Framed-IP-netmask attribute set up in RADIUS, or if you configure
'ppp ipcp mask' on you (virtual-template) interface.

How they actually signal this, if it isn't part of the standard,
I don't know.
