This means that you have AAA configured on the device but there is not a
default authentication for PPP so the router will be unable to
authenticate any users using PPP. You need to place the command 'aaa
authentication ppp default local' to get the router to authenticate the
PPP user to a local username and password pair. Alternately you can
issue the command no aaa new-model to turn off AAA on the device and
then the command will authenticate locally by default.

When I typed "ppp authen chap", I got the following warning message:
