Priority Queueing Problem

Hey guys, I have a problem with priority queueing. I have priority queueing
configured on 2 2600's, working no problem. I have it configured on 2500's
and I can't seem to get it to work correctly. On one of the 2500's I am
trying to have any IP coming from 133.7.24.4 go into the high queue. Here
is my config:

access-list 190 permit ip host 133.7.24.4 any
priority-list 1 protocol ip high list 190

interface Serial0
 ip address 133.7.24.2 255.255.255.0
 encapsulation ppp
 no ip mroute-cache
 no peer neighbor-route
 priority-group 1
 clockrate 1300000
 compress stac
 ppp authentication chap
 ppp chap hostname johnny

This is the config of the router directly connected to the 133.7.24.4
interface, so when anything comes in from 133.7.24.4 it should go into the
high queue right? I am finding that is not the case, when I do a ping from
133.7.24.4 to anywhere, it is going into the normal queue. I would
appreciate any help, the evidence of it going into the normal queue is
below, this is the output of a debug priority on the router directly
connected to 133.7.24.4 after doing a ping from 133.7.24.4.
