Don't confuse serial DCE/DTE with frame relay DCE/DTE; they are
completely different animals.
On serial connections one side must provide clocking--this is
the physical layer DCE.
In frame relay, one side must perform at least some of the
basic functions of the frame relay switch, and this is the
datalink layer DCE. It has nothing to do with the layer one
DCE at all.
