Hi Everyone !!!
It is true that PCs in the CCIE lab have access to the Internet. But the
proctors tell you prior to starting the lab that if you attempt to access
the internet, you will be disqualified and barred from attempting the lab
exam for one year.
The reason that it is there (Internet access) is strictly for the proctors
to email out the results from the previous lab exam. Use by CCIE Candidates
while taking the lab exam is prohibited.
