If the networks are directly connected or static you could redistribute
connected or static, pass it through a route map, match a prefix list, and
change it there. Other than that, I don't know of any way to affect cost
other than on the interface itself by changing bandwidth or giving the ip
ospf cost command. This would affect all routes though.
