IMO, it's better to set the priorities on the spokes to zero
and here's why.
In reality, the first eligible router to startup will be the
DR, so if a spoke starts up before the hub it will be the DR
regardless of the priority of the hub router. By setting the
spoke router priorities to zero, you make them ineligible to be
DR/BDR, thereby making sure that no matter what, the hub router
will be the DR.
