Bob,
Candidates must attempt the CCIE Lab exam within 18 months of passing the
CCIE Qualification exam. After the first lab attempt, candidates must
attempt the CCIE lab at least once every 12 months from the last lab attempt
in order for their qualification exam to remain valid. However, if a
candidate has not passed the CCIE Lab exam within !!!!!! t h r e e y e a r
s !!!!!!! of passing the qualification exam, he or she must retake the CCIE
qualification exam before the candidate will be allowed to schedule the lab
exam again.

18 months from written for first lab attempt, but 3 years to pass lab after
written. Previously, you had to take the lab within 12 months of passing
the written. The only change has been extending that to 18 months, but
leaving the 3 year deadline. I personally wish they would reduce it to 2
years.
