Did you specify the groups for your RP to advertize?
Here is the config off my router ( I am also going over Multicast now!)
This works for me in almost the same layout except I am using all FR.
ip pim send-rp-announce Loopback0 scope 16 group-list 30
ip pim send-rp-discovery scope 16
!
access-list 30 permit 235.4.5.6
