Hi Paul, I'm no DLSw expert but have the following comments.

As far as I know Cisco do not impliment port TCP port 2067, someone please
correct me if I'm wrong! From what I've picked up so far, all Cisco DLSw
traffic by default flows over TCP port 2065. I believe that that TCP port
2067 is specified in the DLSw standards and that other vendors make use of
this channel but that Cisco does not. Also, as far as I know, the DLSW
remote peer "priority" keyword additionaly enables TCP ports 1981, 1982 and
1983 only.

R1 (higher peer id) ---- R2 (lower peer id)

R1 uses tcp port 2065 -> R2 (tcp port >1023) and
listens on tcp port 2067

R1 (port > 1023) <- R2 (tcp port 2065)
Because R2 has lower peer id, it's torn down

R1 receives on port 2067 from R2 and peering
establishes.

If priority is used 1981, 1982, 1983, 1984 are also used.
