You are using /30 subnet masks...

10.155.1.1 and 10.155.1.2 are in the same subnet (10.155.1.0/30).
10.155.1.6 falls in the 10.155.1.4/30 subnet. Change your masks to
255.255.255.248, or a /29, and then all three addresses will be in a
common subnet (10.155.1.0/29).

That's actually one of the most descriptive error messages I've ever
seen. :)
