Steve,

One way to decrement RIPs hop count would be during redistribution; you
could add a route-map then under the route map "set metric - ###". Not very
useful with rip though since rip doesn't have a process ID so you would only
be redistributing from some other IGP or connected or static. This is a
good mechanism to lower another IGP's metric if you were going into
something beside rip.
