Your BGP configuration doesn't have any network statements nor does it
redistribute the networks in question to be aggregated.
It will only aggregate a network that is in _BGP_ not just the routing
table.
Try using 'network 172.10.4.0' etc etc or redistribute OSPF/RIP
Once you have a network that is WITHIN the range to be aggregated in BGP
then the aggregate will work.
