Try the following commands on R2:

router eigrp 23
redistribute ospf 1 metric 64000 100 255 1 1500 match external 1 external 2
router igpr 12
redistribute ospf 1 metric 64000 100 255 1 1500 match external 1 external 2

I actually don't have an access to a lab at the moment, but my understanding
is that the additional keyword "match external" should force the OSPF
redistribution to include "foreign" routing domains as well.
