These commands make a difference when used within a confederation. If
confederations are not being used, the operation of the statements is
exactly the same. The local-AS community keeps the BGP route strictly
within a local-AS when used within a confederation peer AS. The no-export
community means that the route is allowed out of the confederation peer AS
but not out of the confederation ID AS.
