I agree Albert, as far as I know, only apply IP ACL's to interfaces with an
IP address configured. If the major interface was configured with
subinterfaces and no FR DLCI's or ATM VC's were associated with the major
interface then applying an IP ACL to that major interface would not achieve
anything.

So what do you guys think? I would think that the access-list would not be
used, since for FR, you wouldn't put an IP address on the main interface, so
access-lists that filter out IP would not work.
