It doesn't on my routers either, maybe the assumption was that since the
dead interval is 4 times the hello that changing the dead interval would
automatically change the hello also, although that doesn't seem to be the
case. Changing the network type to non broadcast or point to multipoint
changes the hello interval to 30 though, of course you would have to change
it on both sides.
