I believe Jim is correct. I recently tested this scenario and the
behavior Jim decribed is the exact behavior I experienced. In order to
get the ISDN to come up when the DLCI fails you must use the "frame-relay
end-to-end keepalive " command under the interface DLCI. Check the link
