The normal behavior in IOS when assigning backup interface under a sub-if
(per DLCI) would be when the DLCI goes INACTIVE (other side fails) from LMI,
that's when the router would know to kick off the backup.
The end-to-end-keepalives will speed up that process because your own router
can determine whether things work well or not, and could also overcome
extreme congestion (but not failure) in the frame network. But it will
still work perfectly fine without it, the only catch is that your frame
switch/frame network knows everything that's going on, and reliably passes
it in LMI!

I believe Jim is correct. I recently tested this scenario and the
behavior Jim decribed is the exact behavior I experienced. In order to
get the ISDN to come up when the DLCI fails you must use the "frame-relay
end-to-end keepalive " command under the interface DLCI. Check the link
