I've found that just using a . works (e.g. 'destination-pattern .)

Almost there - You need to insert a single "." before the capital "T" in
the destination pattern in the VOIP dial peer.
Looks like this:
destination-pattern .T
Also - You need to add a valid extension number in the Pots dial peer on
the destination pattern line.
example:
R1
dial-peer voice 1 pots
destination-pattern 111
port 1/0/0
dial-peer voice 2 voip
destination-pattern .T
session target ipv4:x.x.x.x (IP address of R2)
The rest looks good.

I don't have voice access to try this. The object of the excersize is
to be able to use any number to dial over frame-relay to another phone
and have that phone be able to dial back using any number too.
