Let the router boot from flash and do a show running,
you will see a line "partition flash: 2 4 4" or
something like that in the configuration. Delete the
file on the 2nd partition and issue a "no partition
flash: 2 4 4" command. The router now will see the
whole 8MB as one partition. From here you'll be able
to upgrade the IOS as usual.
