Hi,

To outside world, conferstion is a single AS, within the conferation,
you can have multiple sub AS's, these sub AS are behave like Ebgp, so
only Ebgp peer rule apply, it not necessary to br fully mesh. Within the
sub AS, you may have several peers which are Ibgp peer, Ibgp peers rule
apply (either fully mesh or route reflector to control the peers).

As the conferation appear to outside world as one AS, routing inside the
conferation behave like a IBGP routing in one AS, so the next-hop. MED
and local preference infor's are preserved when crossing the sub AS's
whin the conferation based on the IRA book from Halabi.

So I don't think all peers must be fully mesh and it all depends on your
configuration design within the conferation.
