Because there are two parts of the path for Summary LSAs (both Network Summary
and ASBR Summary), the first being from the router to the ABR the second being
from the ABR to the destination, it is necessary for the Router LSA of this
advertising router (the ABR) to be present in the database and reachable,
otherwise it will not be installed. External LSAs are different in that no
Router LSA needs to be present, instead there simply must be some path to the
ASBR, either an intra-area path indicated by the presence of a Router LSA in
the database, or an inter-area path indicated by the presence of a
ASBR-Summary LSA in the database.
