No that's because you don't have enough rights on interface, routing
process etc... You have to define privilege for interfaces etc .. to see
the part of the running-config concerned.
with : privilege exec level 1 show startup-config
you will be able to see everything because that's a simple file in nvram.

This is true, however if I have the following command in the configuration:
privilege exec level 1 show running-config
When I try to use it with level 1 privs. I get the following:
router>sh running-config
Building configuration...

I think you need to have "config" rights to the box in order to see a
meaningful "running config."
