2600/3600 as ISDN simulator

There is some discussion going on about using 2600/3600, together with
VIC-2BRI-NT/NE, as ISDN simulator. I've breifly gone through the cisco web
site and learned that its use is for PABX connection only.

Does anyone know if this 2600/3600 VIC-2BRI-NT/NE combaination can
configured in such a way that deployed as real ISDN simulator for lab use ?
