You need a 'broadcast' keyword for your frame-relay map statement. EIGRP
uses multicast address 224.0.0.10 for RTP (Reliable Transport Protocol)
which sends EIGRP packets to other routers.
The neighbor statement shouldn't be used according to cisco because it's
buggy. Take a look at the link.

It's funny since it is available to use, but it's not fully functional.

I have been using the neighbor command in the eigrp
but it didn't work. Only the symptom is flapping the neighbor.
and I have been using the ip hold-time eigrp 1 in the interface
command. It didn't, too.
